The tule elk were probably the highlight of my trip to San Luis NWR. From the visitor center area, there are two auto tours: a 5-mile tule elk tour and an 8-mile waterfowl tour. I drove the tule elk tour first in case I didn’t end up having time to do both. It wasn’t as great as the tule elk reservation at Point Reyes National Seashore (but what is??), where you can sometimes get close enough to elk to touch them (do NOT touch tule elk even if you are close enough to do so!), because the elk were a little far away and fenced in (so you have to focus past the fencing to take pictures), but tule elk are always very cool to see.
