If I specifically want to photograph tule elk, I go to the tule elk reservation at Point Reyes National seashore. In fact, I go to the tule elk reservation at Point Reyes even when I don’t care about photographing tule elk because it’s absolutely beautiful there. But also, you can often get quite close to the tule elk at Point Reyes, and you can see them pretty reliably. Grizzly Island Wildlife Area also has a herd of tule elk, but they are far more shy and elusive: if you get to see them, they will be much further away than they are at Point Reyes, nor have I ever seen them in the same numbers. However, I went to Grizzly Island a few weekends ago, looking for raptors more than elk, and I did see a couple of tule elk:
